Beautiful writing here; that's the first thing I noticed about this story. The imagery when he comes out of the TARDIS and spends a few moments just exulting in where he is... just gorgeous:
In the park where they've landed, the zeppelins loom high overhead, engines thrumming a low bass note he feels more than hears. He stands in the criss-crossing oval shadows, turns his face to the sky, and grins so widely he expects the toffs up above must be grateful they're so far away from an obvious lunatic. Especially after he turns to plant a sloppy kiss of gratitude on the door of a battered, wooden police box.

So the Tenth Doctor. Perfect.

As others have said, this is beautiful but bittersweet: a poignant reunion, happy reunion sex, falling back into their old banter (and it's so clear how much love and understanding there is between them, even after all this time -and I love how Rose understands him well enough not to be jealous). The dialogue as they're in bed is perfect, and so in character.

It does make perfect sense that she won't come with him. Seventeen years is more than enough to build a life that she wants to hold onto, after all, and it just wouldn't be like Rose to grieve and cling for all that time. She's always been resourceful and practical, after all, even if she liked to deceive herself that her life with the Doctor would last for ever. No matter how much the romantics in us would like to see her back with him, for this Rose it would have been a betrayal of the woman she's become.

So a lovely farewell, sadness and acceptance on both sides, but also happiness: he can be happy that she's having the fantastic life he wanted for her, and glad that he had the chance to say a real goodbye, to find real closure for the two of them.

And the box was such a lovely touch. I hope he didn't just give her some things from her room, but that maybe he also put in a few mementoes of himself (and Jack, if possible), so that she's got more than memories to look back on.
