As much as I don't like to imagine Rose's life without the Doctor coming back to find her and whisking her off on more adventures, this is, I think, exactly what would happen. She'd spend a few years pining and hoping, and then come to the realization that she couldn't just sit moping for the rest of her life. The Doctor wouldn't want that of her, and deep down, she knows it, knows that he would want her to do verything she can to make her world a better place. So, she does. He of course, understands this, because, after all, it was what he hoped she'd do (even if he does wish he'd been able to find her sooner and take her back home" with him).
