From Uncle Rusty's comments transcribed at that thread, it sounds like it was filmed and will be a DVD extra. The fact that apparently no one stepped in to say, "Gee, Russell, 'The Doctor. In the TARDIS. With Rose Tyler. Just as it should be' is a colossally stupid line" annoys me even more. (Hell, I ship Doctor/Rose, but that line is just way too OTP for me.)
My take is, if it isn't in the final edit, it isn't canon. (Unless I say otherwise.)
