Oh, piffle. THAT one, at least, is easy; it popped in just before Graham turned on the shield. After all, the people had to get in somehow, and the shield would have locked them out as well, right? So the TARDIS arrived just as the last partygoer did, and just as Graham turned on the shield (but AFTER he turned on the timejumperdoohickey itself, because there's not enough time between TARDIS arrival and the first jump otherwise, unless it's set to do a jump as soon as it's activated, which it very well could be.) And clearly the shield and the doohickey are separate devices -- or separately initiated parts of the same device, maybe -- because otherwise things get too complicated.
