Good try, but the machine is turned on at 9pm, and the TARDIS arrives at 9:53pm. The partygoers all had to be in before 9pm as well. There's only one machine: it generates the shield, and the time-jumping is merely a side effect of the decaying isotope powering the machine.
I can't believe I went to all the trouble of working out that timeline and missed something this huge.
