Actually, Gallifrey is supposed to exist "at the nexus of time and space," or something like that, which is why there aren't any AU Time Lords.
Except ... except ... there WAS at least one AU Time Lord. The Doctor, in Donna's parallel reality in Turn Left. Want things that make my head hurt? That's one. If it's the Doctor as he might have been, isn't that the definition of AU?
